It's really hard to find music that I want to use in my games. Does anyone know if there's some sort of music creation program on the internet? I'd like something that lets you use actual instrument noises instead of beeps. I don't care what kinds of files it makes, though MIDI would be nice. It'd be nice if it's free but if it's still fairly inexpensive and good quality (important) than that's OK too.

There's garage band if you have OSX. I'm not sure about the window's equivalent.

http://www.ocremix.org/remixing/

This might help.  I know they have some lists of programs, but I'm pretty sure most of them cost money...

Note that the music at ocremix.org is all usable if you cite them properly: http://www.ocremix.org/info/Content_Policy.  Much of it is very good.

Is garage band just for recording stuff (like from outside source) or can you actually write/play music with it using just a computer?

You can write/play, too.

Just found Anvil Studio. It's Windows only, but Macs have GarageBand so they're already covered anyway. Anvil is really nice for creating completely original MIDI files to use in games or other stuff. If you have MIDIs that you want to modify (either change the instruments, speed, or whole song) you can do that too. Plus it's free.
